The sequence behind the update

The original notice, published on 28 August, recorded the suspension of the two operators' licences following suspected social-responsibility and anti-money-laundering failings. An update published on 5 September said both operators surrendered their licences on 4 September. The later withdrawal warning specifically names some Bresbet customers; it should not be rewritten as evidence of the same payment problem at every related business.
